  • There is a fact that the Vox candidate for the Madrid elections, Rocío Monasterio, has not stopped repeating throughout the pre-campaign: that unaccompanied foreign minors arriving in the Community of Madrid cost 4,700 euros per month of public money . Two weeks before the elections, the party has even gone so far as to capture this message on electoral posters, such as this one pasted on the Cercanías de Sol station.

    Politics (and the cartel) compare these figures with the money that goes into the pocket of each beneficiary of widow's pensions. However, unaccompanied foreign minors do not enter those 4,700 euros, but the organizations that provide housing and support to these children. "In Madrid we pay 4,700 euros a month for 'mena', that everyone memorizes," she said on Ana Rosa's program. She has also said it in El Mundo, on TVE, in Europa Press and in numerous party events.

    A similar comparison, attributing to these foreign minors the receipt of a payment of 600 euros, was denied by Newtral.es in 2019.

    In the electoral poster, Vox refers to unaccompanied foreign minors as "menas", a term considered derogatory and that stigmatizes this group, as we have already explained in this report and in these verifications about the hoaxes spread against the group.

    Regardless of the exact figure, these public resources are managed indirectly by the Directorate General for Children, Families and Natality and directly by the Madrid Agency for Social Care (AMAS), as well as the organizations with which the regional government has collaboration agreements. In addition, the Community of Madrid not only allocates calls to unaccompanied foreign minors, but also attends to national minors, evaluating the cost of each place based on the needs of each minor.

    In Madrid there are 269 unaccompanied foreign minors in centers

    Asked by Newtral.es, the party has sent a document with information compiled from Government agreements of the Community of Madrid that reflect collaboration agreements with different organizations in 2019, 2020 and 2021. Vox calculates this figure taking into account the places it describes each agreement and the amount allocated by agreement with eight associations and allocations to the General Directorate of Children, Families and Natality. These entities are: Grupo Norte Foundation, Diagrama Foundation, AFINSA, AFAS, Dual Association, SAMU Foundation, Red Cross and Cáritas Diocesana de Madrid.

    All of them are part of the network for the protection of minors of the Community of Madrid to attend to all the boys and girls who need it. In total, according to what the Ministry of Social Affairs indicates to Newtral.es, there are 98 residential resources that offer 1,903 places "adapted to the different needs that these minors present, regardless of their nationality."

    According to the data sent by the Community of Madrid, as of March 31 there were a total of 3,709 minors with protection measures assumed by the Community of Madrid; 1,903 in residences and the rest with host families.

    Of these, 2,637 (71.1%) are Spanish and 1,072 (28.9%) are foreigners. Of these foreigners, 269 (7.2% of the total) are unaccompanied foreign minors, for whom, according to the Ministry of Social Affairs, "296 places are available in different resources." It is these 269 minors that Vox points to with his speech.

    Newtral.es has reviewed some of these agreements accessible from the web portal of the Community of Madrid [documents linked in 'sources'] and, the amount that is assigned to each agreement is different, also the places depending on the capacity that each has association. The amounts range from 1,920 to 5,762 euros per month per place.

    Why are some agreements so different from others?

    "Each agreement has a different cost in attention to the services offered by that resource", explains the Community of Madrid to Newtral.es. "For example, a mental health center for these minors has to have caregivers, social workers, therapists specialized in addictions and mental illness, and all this specialization increases the price of a place per day."

    This is one reason why there is no specific figure available on how much a place costs for an unaccompanied foreign minor, because in addition to the fact that the cost depends on the needs of the minors, no distinction is made between the nationality of some or others when assessing costs. This is what the press team of the Ministry of Social Policies, Families, Equality and Fertility reiterates to Newtral.es.

    “The resources attend to the characteristics and needs of the minors, in no case to their origin, their legal circumstances, their race or their religion, they are all the same. The cost is associated with its treatment. All minors who enter the protection system of the Community of Madrid, are just that, minors for whom we seek the best resource”, they express.

    The same is revealed by one of the entities that has a collaboration agreement with the Community of Madrid for the care and attention of these minors, the Asociación Diagrama: “Each reception center has different characteristics, a first reception center is not the same of 50 seats than an autonomous floor of eight, and therefore there are different technical and economic specifications, so it is not possible to speak of a unitary figure”.

    In addition, the cost indicated in the Government agreements may vary after formalizing the contract. For example, in the list that Vox sends there is one that is especially striking due to its price, this has also been mentioned by Monasterio in some interviews, such as in Espejo Público or El Mundo.

    The cost allocated, according to this government agreement, is 24,648,019.20 euros, and is sent to the Directorate General for Children, Families and Natality for the residential care of 120 children for two years. When calculating retail per month, the result shows 8,558 euros per place during those two years. However, we have found the contract for the allocation of these places within the Community of Madrid Recruitment Portal, and the period indicated is finally twice as long, four years instead of two, so the cost per place is reduced to half in this case.

    This contract, in addition, is the one associated with the 'Casa de Campo' residential center, according to the Diagram Association, one of Vox's focus of attack.

    Even so, as the Community of Madrid reiterates, averaging these amounts does not reflect the reality of this situation, because "the cost is associated with the services offered" and these vary.

    96.1 million to maintain all Madrid centers in 2020

    The same happens if we divide the expense to maintain the operation of all these centers, 96.1 million in 2020, according to the Community of Madrid, among the 1,903 places available for residential care for all minors, foreign or national. The result of this calculation is 4,200 euros per month per place for any minor, however, from the press of the Community of Madrid they express that "that is not what a resource really costs".

    “Making that average gives you a cost per place, but in that cost there will be resources that cost much less and resources that cost much more. A reception center does not cost the same as a center specialized in addictions and mental illness. It will depend on the services offered by the center, not on who they are offered to”, they add.

    The Diagram Association refers to this: “We must bear in mind that this price per place is only a division of the total amount of the tender by the number of places, the same as if we divided the salary of a person between the components of his or her family: the resulting figure is not a direct indicator of the proportion of expenses involved in each item, nor is it the money that each family member personally receives”.

    Minors do not receive money: they are expenses for their attention and care

    From Newtral.es we have spoken with the Diagrama Association and with Cáritas Diocesana de Madrid, both receive an assignment to take care of these children.

    Cáritas Diocesana de Madrid tells Newtral.es that they accommodate these minors on two floors within the same building that have six beds each, twelve in total, and that the money they receive is used to try to ensure that these minors have a better life. as normal as possible: “The money goes entirely so that they can live. That they eat, that they have clothes, books... like children of any family”.

    The apartments have a kitchen, living room, dining room and their bedrooms, which some share: “They go to Spanish classes, school and training, then they return home like any child at home. Throughout the day and night, there are volunteers and hired people, a team of educators. They are their parental references”, explains María Blanc, in charge of communication. The children they currently have in foster care range from 15 to 17 years old and the organization offers them training so that they can have a trade when they turn 18.

    The Diagram Association reiterates that the money that can be consulted in the Contracting Portal of each of these agreements is not the one that each minor receives, but the one that is assigned to her comprehensive care. "In this sense, the allocation of each minor for their own expenses is 20 euros a week," they allege. “The rest are the expenses derived from your care.”

    The Prosecutor's Office will study if Vox commits a hate crime against these minors

    The message used these weeks by Rocío Monasterio has been launched by Vox to the electoral campaign in the form of a controversial poster in which they use this data as a slogan, and that for now, as Newtral.es has learned, is in the station of Sun.

    This action has meant that the department headed by Dolores Delgado studies whether Vox commits a hate crime, as El Confidencial has learned.

    This country and this world in general is going to the fret. That a country with endemic unemployment of 18% (four million people), with a percentage of more than 20% of families living below the poverty line, with government corruption impossible to eradicate, with more civil servants per capita than Germany or England, with duplicity of public estates that perpetuate any management and many more examples, invest such an amount in non-taxpaying foreigners, it is at least scandalous. I am not saying that we have to criminalize illegal immigrants, but we do have to look for solutions, starting by stopping subsidizing any NGO and union with public money (there are plenty of altruists like me who selflessly give money to these NGOs), and penalize the countries exporters.
